Gail Mooney attained a Law (Single Hons) degree from Queen's University, Belfast in 2001.

Gail attended the Institute of Professional Legal Studies at Queen's University, graduating with Distinction, and was admitted to the Roll of Solicitors in Northern Ireland in September 2003.

Gail joined Carson McDowell’s Healthcare team in 2025 from another leading commercial law firm in Belfast, where she specialised in all aspects of defence insurance litigation and acting for clients in large, complex and catastrophic civil litigation claims on behalf of national and multi-national clients with a specific focus on fraudulent/exaggerated/ dishonest claims.

Gail was a member of Member of Forum of Insurance Lawyers (FOIL) holding seats on the FOIL National Employer’s Liability Committee and FOIL NI Committee responding to Department of Justice call for evidence in relation to review of Personal Injury Discount Rate (PIDR) in large loss civil litigation in conjunction with the Scottish Government.

Since joining Carson McDowell, Gail has exclusively acted for medical defence organisations in the defence of high-value and complex clinical negligence claims, acting on behalf of healthcare professionals (general practitioners and independent sector consultants)

Gail takes a proactive approach to all claims, and her significant experience has been a huge benefit in achieving the best possible outcome for all clients.
